Nov 2023 - Larelli

Regarding the topic of mobilization and recruitment in Ukraine. This month a bill was submitted to the Verkhovna Rada (by a parliamentarian from Zelensky’s party, if I understood correctly). If approved, it would allow the possibility of mobilizing up to 30% of the members of the police forces. The official objective of the proposal is to ensure more rotation opportunities for troops currently at the front lines that have not seen rest for 6+ months.

I would say that makes sense. Considering that nearly 160k people serve in the Ukrainian internal police forces, it would allow for an important influx of fresh troops for activities at the front, allowing units of the Ground Forces to replenish their losses, or they could be used to establish new units e.g. in the National Guard. In any case, I think that domestic law-enforcement activities could easily be carried out by officers nearing retirement and especially by women, allowing military-age men to be freed up for other duties.

At the moment, the participation of policemen in activities at the front is possible on a voluntary basis. Thousands of policemen had volunteered for the front and several regiments and battalions formed by policemen had been formed, the vast majority of which were merged in early 2023 into the “Lyut” Brigade of the Offensive Guard, made up of policemen and specialized for urban combat. There are also other units such as the “Kyiv” Police Regiment, which is active in Avdiivka.

I don’t know about the technical details of the proposal; the articles I found on this subject don’t specify this aspect.

I don’t know, I honestly could see that coming and actually expected it to be done earlier; in any case, before mobilization could be extended to categories such as university students. It makes sense that a policeman in good health, who almost certainly has served in the armed forces during military service, who is trained in the use of weapons and who has taken an oath to his country could be sent to the front when there’s a mobilization going on.
