The whole point of the US strategic petroleum reserve is somewhat questionable in my opinion, after the shale oil revolution of the mid 2010s that turned the country from the world’s largest net importer of crude oil to a net exporter (here for historical datas). The point was to have a huge strategic reserve in case of conflicts or major international crises that interrupted the flow of oil tankers to the US. But today the situation is quite different, and it’s not going to change - production is above 2019 levels while consumption has not yet returned there. The only thing that would be actually necessary, since US production is mainly made up of light oil as far as I know, is to keep a stockpile of heavy oil that is needed by the Gulf region’s refineries, even as the mix of crude they refine is getting lighter and lighter.
