This is an extremely complicated question to answer and in fact one of the most debated. Russia on the one hand is burning through its equipment/gear stocks, but it’s also quite massively enlarging its army, creating new formations, gaining experience as well as, more or less, doctrinal capacity. Their MIC is far from being what it was in the 1970s (net of technological development), but it’s expanding in terms of production capacities. They are currently a much larger, stronger and more capable army than the one that invaded Ukraine 2 years ago (so is the Ukrainian Army after all). For example, they have lost a lot of officers, but they are training many and some veterans are being promoted to officers after a short course. If I can try to answer the two questions, for the first one I would answer with a question mark while for the second one I would say yes. But again, it’s a very complicated question and there are a lot of nuances.
